The proposal represents an excessive level of occupation for the application premises which would have a significant negative impact on the residential amenity of adjacent current and future potential occupiers. Furthermore this would set a precedent for similar conversions, the cumulative effect of which may undermine the balance of accommodation and social cohesiveness in the area. The proposal would thus be contrary to saved Policies H4 (Primarily Residential Areas) and H7 (Conversion of Buildings for Multiple Occupation) of the Liverpool Unitary Development Plan.
