The proposed retention of the upvc windows and door of an inappropriate design within the front elevation of this property would not preserve or enhance the character and appearance of The Avenues Conservation Area and is therefore contrary to the provisions of the Listed Building and Conservation Areas Act 1990, National Planning Policy Framework and to saved Policies HD10 (Alterations to Non-Listed Buildings in Conservation Areas) and HD18 (General Design Requirements) of the Liverpool Unitary Development Plan.
