The proposal, due to the siting and relationship of the host building to its neighbours and the proposed package of mitigation to the building, would result in noise disturbance to adjacent residents to the detriment of residential amenity. As such the application would be contrary to saved Unitary Development Plan policy H4: Primarily Residential Areas (2002).

The application has not demonstrated how the proposed community facility would be accessible to all. The application therefore does not accord with saved Unitary Development Plan policy HD19: Access for All (2002).

Due to the proposed opening hours and entrance location at the end of an alleyway there would be a significant increase in noise and general disturbance within the external areas, including street and alleyway, in close proximity to residential properties. This would be detrimental to residential amenity and is contrary to saved Unitary Development Plan policy H4: Primarily Residential Areas (2002).
