The intensified use of the premises would represent an over development of the site to the detriment of residential amenity and the character of the residential area. Furthermore this would set a precedent for similar conversions, the cumulative effect of which may undermine the balance of accommodation and social cohesiveness in the area. The proposal would thus be contrary to saved Policies H4 (Primarily Residential Areas) and H7 (Conversion of Buildings for Multiple Occupation) of the Liverpool Unitary Development Plan.
