Reasons 1

The proposed development would result in the land around the Hall being reduced to an atypical size, being uncharacteristically small where large grounds would be typical and consistent with the wider character of the villa development within the area. As such, the proposed development would not preserve or enhance the character and appearance of the conservation area and would also have an adverse impact on the setting of the Grade I Registered Park. The proposal would be contrary to Policy HD11 and HD5 of the Liverpool Unitary Development Plan.


Reasons 3

Whilst the Hall has never had a typical residential-villa use, the bowling green in its garden has always been a very important element of its role in providing indoor and outdoor pursuits in support of temperance. As a historic building the expression of its temperance role purpose, as demonstrated by the bowling green, is considered to have significance within the conservation area. As such, the permanent loss of the bowling green would create an unacceptable loss of an important historical feature withtin the conservation area, contrary to Policy HD11.


Reasons 2

The interface distance between the rear elevations of the proposed dwellings is sub-standard (less than 23m), especially between the rear elevations of plots 1 and 4 where the interface is as little as 15m, this would create an over bearing impact and privacy issues for potential occupiers, contrary to Policy H5 of the Liverpool Unitary Development Plan.
