Reasons 1

The proposed development, by reason of its substandard on-site parking provision, would result in cars being parked on the footway and result in an increased demand for parking on Woodhey Road, a cul-de-sac which already has high on-street parking demand. Such factors would result in pedestrian routes being obstructed by parked cars and Woodhey Road becoming congested and/or blocked as a result of the increase in vehicles associated with the residential development. Such a development would adversely affect highway and pedestrian safety and residential amenity, contrary to Policy HD18, H5, H7 and T12 of the Unitary Development Plan.


Reasons 2

The proposed development by reason of the limited presence of windows and rooflights in habitable rooms associated with each flat and the use of obscure glazing on ground floor windows, would limit the amount of light and outlook for each flat. Such a proposal would adversely affect the amenity of the future occupants of the development, contrary to Policy H5 of the Unitary Development Plan.


Reasons 3

The proposed conversion of the building into flats does not meet the requirements in respect of providing level access to the premises, or future Life Time Homes provision (insofar that it is does not provide for adequate adaptation for disabled needs) for mobility impaired users in accordance with the requirements of the City Council's Design for Access for All Supplementary Planning Document, Policy HD19 in the Liverpool Unitary Development Plan and the National Planning Policy Framework.
