Reasons 1

The proposed Class D2 use would not act as a catalyst to the comprehensive development of the area for business/industrial uses and would prejudice the continued use of the locality for general industrial uses given that such a use is a sensitive receptor, contrary to Policy E1 of the Liverpool Unitary Development Plan.

The development would lead to loss of part of a site designated for employment purposes and could set a precedent for other similar incursions of alternative uses into an employment area, where there is an identified need to retain such sites in order to effectively plan for the delivery of sustainable economic development in accordance with the provisions of NPPF and Policy EC2 of the emerging Local Plan.

Insufficient information has been submitted with the application to allow a full assessment of the impact of the development on localised flooding or the control of surface water drainage; this is contrary to the requirements of NPPF and associated non-statutory guidance.

The proposed use as a play centre would increase pedestrian activity at the site where access could be shared with industrial vehicles; as such, the proposals would not guarantee a safe access route to the premises for pedestrians and cyclists, contrary to Policies T7, T8 and T9 of the Liverpool Unitary Development Plan.


Reasons 3

The application proposes to locate a town centre use in a location which is not readily accessible by public transport and is therefore a form of development that would result in customers having to rely on unsustainable modes of transport, contrary to guidance in NPPF and Policy Gen 6 of the Liverpool Unitary Development Plan.
