Reasons 1

The proposal, by reason of the permanent loss of considerable sections of the listed boundary wall, and the replacement wall's siting, form, design and materials/detailing, would fail to adequately preserve the historic character and significance of the Grade II* listed Allerton Priory, its associated curtilage structures and their setting. The proposed works therefore conflict with Sections 16(2) and 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. Furthermore, given the refusal of outline planning permission for 160 houses on the site (under application reference 16O/1191) and the provision of insufficient evidence to adequately demonstrate that the public benefits of the proposal would outweigh the harm that would be caused, there is no clear and convincing justification for the scheme. The proposal is therefore contrary to saved policies HD4, HD5 and HD18 of the City of Liverpool Unitary Development Plan and paragraphs 17 and 131 to 134 of the National Planning Policy Framework (NPPF).
