The installed replacement windows are of an inappropriate design and do not preserve or enhance the character and appearance of The Avenues Conservation Area, by virtue of the fact that the design of the top hung outward opening casement windows installed to the property are inappropriate and bear no relationship to the original method of window opening. When opened, these windows will have a significant effect on the quality and balance of the front façade of the properties and the visual consistency within the streetscene and the proposal does not enhance or better reveal the significance of the heritage asset. As such, the proposal is therefore contrary to the provisions of the Listed Building and Conservation Areas Act 1990, National Planning Policy Framework and to saved Policies HD10 (Alterations to Non-Listed Buildings in Conservation Areas) and HD18 (General Design Requirements) of the Liverpool Unitary Development Plan, and Para 137 of National Planning Policy Framework
